    Downtown Los Angeles Community Plan update envisions a “sustainable, equitable and inclusive future for the City’s urban core.” Unanimously approved by City Council on May 3, 2023, DTLA 2040 is moving through the City’s process to become implemented as an ordinance. DTLA 2040 nearly doubles the area where housing is currently permitted within downtown, eliminates parking requirements and introduces a Community Benefits Program to incentivize affordable housing. In addition to utilizing form-based standards for development, DTLA 2040 includes significant changes to FAR and density standards for certain properties.

    Mark Oberholzer

    Context is everything. In cities like Los Angeles, context includes not just existing buildings and neighborhoods, but an emerging sense of urban identity and possibility. Mark Oberholzer’s strength is engaging with the context of client goals, zoning complexity, urban design, stakeholder influences, economic imperatives and design integrity to tease out extraordinary architectural solutions.   Over the last five years, Mark has been at the forefront of KTGY’s expertise in innovative construction techniques – harnessing the design possibilities of modular construction, bearing steel stud systems and heavy timber. Mark sees construction technology as another part of the context of design, bringing a conviction that collaboration, imagination, hard work and a sense of humor are the best tools to reaching the goal of better design.

    Garrett Rapsilber

    Analyst, HR&A Advisors, Inc.

    The complex economic development and urban planning problems facing our communities today require collaboration across public, private, and non-profit sectors. Garrett Rapsilber leverages real estate and economic analysis to inform urban planning and public policy outcomes which are market-ground, implementable, and advance community goals. He has offered real estate advisory services for clients across California and the nation, including five years of dedication to the DTLA Community Plan, covering topics ranging from inclusionary zoning, adaptive reuse, and the economic future of the garment industry. Garrett also serves as a leader within HR&A’s Climate Practice with a focus on green jobs and the just transition. This work has helped inform local, state, and national legislation, including economic impact analysis which supported the $150 billion investment in the nation’s electric vehicle infrastructure included in the 2021 Infrastructure Investment and Jobs Act. Garrett holds a Master of Urban Planning degree from the University of Southern California.
