This year, the half-day summit will start with an introduction from the City of Los Angeles Deputy Mayor of Housing, Jenna Hornstock, Hon AIA, before launching into our keynote speaker, Gregg Colburn, PhD, MBA, MSW and author of "Homelessness is a Housing Problem". Housing scholar Gregg Colburn will explain the substantial variation in rates of homelessness apparent in cities across the United States.
Using accessible statistics, Gregg and his researcher partner, Clayton Page Aldern, a neuroscientist turned journalist and data scientist based in Seattle, tested a range of conventional beliefs about what drives the prevalence of homelessness in a given city—including mental illness, drug use, poverty, weather, generosity of public assistance, and low-income mobility—and found that none explain why, for example, rates are so much higher in Seattle than in Chicago. Instead, housing market conditions, such as the cost and availability of rental housing, offer a more convincing explanation.
The Homelessness Summit 3.0 will have an interactive part of the program where attendees will choose a topic of interest and participate in an intimate roundtable discussion with other attendees and a moderator. Engage deeper by participating in a roundtable on either Governance/Leadership, Pairing Housing with Services and Service Delivery, Best Design Practices and Adaptive Reuse, or Financing Solutions: Beyond LIHTC and Role of Philanthropic/Mission-Driven.
ULI-LA welcomes you to attend this year's Summit. We hope to highlight a range of supportive housing programs, including, but not limited to: Project-Based, Veterans Supportive Housing, Tenant-Based Supportive Housing, Continuum of Care, and Moderate Rehabilitation Single Room Occupancy projects.
