YLG Breakfast Series: Jenny Scanlin, Director of Development, Housing Authority of the City of LA

This month’s speaker is Jenny Scanlin of the Housing Authority of the City of Los Angeles. Jenny Scanlin has operated in the field of economic and community development over the past twenty-five years of her career. Currently, Ms. Scanlin is the Director of Real Estate Development for the Housing Authority of the City of Los Angeles, overseeing redevelopment and mission-driven opportunities for the Authority and its assets.
Prior to landing at HACLA, Ms. Scanlin was the Assistant General Manager of Economic Development for the City of Los Angeles’ Economic and Workforce Development Department, overseeing its loan and bond portfolio and creating new opportunities for economic equity in communities and promoting the City’s small business community. She was the Regional Administrator for the Community Redevelopment Agency of Los Angeles’ Downtown, Eastside and Harbor Regions prior to the Agency’s dissolution and then acted as Senior Operations Officer for the Successor Agency to the Community Redevelopment Agency of Los Angeles, overseeing project management/compliance, disposition of all real property assets, planning and land use as well as the Public Art Program. Prior to joining the CRA/LA in 2004, Ms. Scanlin worked for Alameda County’s Redevelopment Agency in northern California, managing three redevelopment project areas. She also worked as a consultant for the City of Long Beach’s Redevelopment Agency and as an entitlement consultant for a number of private developers and institutions in the greater Los Angeles region.
In addition to project management and program development, Ms. Scanlin has experience in planning and public policy. Prior to entering the field of redevelopment, Ms. Scanlin was a policy analyst for a County Supervisor and a United States Congressman; managed two social-service based nonprofits; and worked on a pilot project overseeing the closure of military bases in the Bay Area.
In these capacities, Jenny has become an expert in public real estate development, policy and finance, and broad-based economic development strategies.
