StimULI Breakfast: AB2 – A Real Replacement for Redevelopment? – SOLD OUT
The next chapter in California’s long history with community redevelopment has just been written. On September 22, Governor Brown signed the Community Revitalization and Investment Authority Law (Assembly Bill 2) authored by Assemblyman Luis Alejo (D-Watsonville). Join ULI for a discussion with public and private sector experts on whether this chapter will be a comedy or tragedy.
Since the demise of redevelopment in 2012, and the assurance of a “replacement” by Governor Jerry Brown, several legislative attempts to create a “Redevelopment 2.0” have either been vetoed or died on the Senate floor. Finally, a “redevelopment replacement” bill has been signed into law.
Cities and counties will now have new opportunities to establish a Community Revitalization and Investment Authority to benefit disadvantaged communities and increase affordable housing. This authority can be utilized in areas that have low income, high unemployment and high crime. Moreover significant authorities of redevelopment agencies, including property tax increment and eminent domain, are again available to local government agencies in California in areas that meet these new criteria.
